The Shillong Police have arrested a Home Guard volunteer following a viral video alleging threats, abuse, and illegal extortion by a police personnel. The incident prompted a departmental inquiry and the registration of a criminal case, officials confirmed.
Viral Video Sparks Investigation
The video, originally uploaded on YouTube by a user identified as Karan GoalaExpii, circulated widely on social media and accused police personnel of:

The clip gained significant attention on January 12, 2026, triggering swift action by the authorities.
Accused Identified
A preliminary inquiry identified the accused as Reganson Kharlor (35), a Home Guard volunteer attached to the Madanrting Traffic Branch, who was performing vehicle-clamping duties at the time.
Officials stated the incident occurred on December 26, 2025, at approximately 9:35 am. A white Maruti Suzuki 800 (AS-01-F-1460) traveling toward Happy Valley allegedly bypassed Kharlor near Sawlad, almost hitting him. Kharlor reportedly chased the vehicle on foot, boarded a passerby’s scooty, and intercepted it at Happy Valley Bazar.
Alleged Extortion Details
Police said Kharlor entered the vehicle and threatened its occupants, who were residents of Cachar district, Assam, visiting Shillong for the Christmas season. He initially demanded Rs 1 lakh, but later illegally extorted Rs 15,000 after two occupants withdrew cash from a nearby ATM. The payment took place near the Madanrting Taxi Stand.
