– As India commemorates a decade of the Digital India programme, Rose Angelina M. Kharsyntiew, a Village Level Entrepreneur (VLE) from Eastern West Khasi Hills, Meghalaya, has emerged as a powerful symbol of rural digital transformation. Starting her journey in 2015 as a job seeker, she has now become a community role model, job creator, and social entrepreneur.

Operating from Mairang under the name Rose CSC, she delivers a wide range of essential digital services. These include assistance with:

To address the lack of menstrual hygiene awareness and employment for rural women, Rose also launched Stree Swabhiman, a sanitary pad manufacturing unit.

During the event, Union IT Minister Ashwini Vaishnaw and Minister of State Jitin Prasada appreciated the role of VLEs like Rose in narrowing the digital divide.

Across India, over 74,000 women VLEs are leading digital access and empowerment. The CSC network has grown rapidly—from 83,000 to 5.5 lakh centres, now covering nearly 90% of India’s villages.
